SERVICES PROVIDED: The Human Services Commissions HCH Clinic provides a comprehensive health Care program to meet the unique needs of homeless individuals. Outreach and case management are provided to work closely with other community agencies to ensure that all homeless individuals benefit from available services. Services include primary care, preventive, limited dental and vision care, and medication. Mental health and substance abuse counseling are provided on-site through a contract with Central Wyoming Counseling Center. Transportation can sometimes be arranged for our patients. We provide CATC bus and taxi vouchers. Our 12 passenger van runs scheduled routes to and from several shelters.
ELIGIBILITY REQUIREMENTS: All persons determined to be homeless will be automatically considered eligible for services at the Health Care for the Homeless Clinic.
Homeless will be defined as:
- An individual who lacks a fixed, regular, and adequate night-time residence; and
- An individual who has a primary night-time residency that isA.
A supervised publicly or privately operated shelter designed to provide temporary living accommodations (including welfare hotels, congregate shelters, and transitional housing for the mentally ill); or
B. An institution that provides a temporary residence for individuals intended to be institutionalized; or
C. A public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings; or
- An individual who is doubling up with friends or relatives in a temporary situation and is not paying rent.
People who are "at risk" for homelessness will also be considered for services on a limited basis.
Fees: Services are free for people at or below 100% of poverty. A sliding fee schedule is available to those who are above 100% of poverty. No one will be denied solely on lack of income.
Staff: Director, Physician Assistants, Supervising Physician, Medical Assistants, Mental Health/Substance Abuse Specialist through Central Wyoming Counseling Center, Community Services Specialist, Social Worker, Medical Office Coordinator, Office Assistant/Transcriptionist; and Volunteers.
Accreditation: Federally Qualified Health Center, a 330(h) clinic.

Application Procedure: Clients seeking to register for services, will be screened for eligibility by the Community Services Specialist. Applicants not meeting the requirements will be referred to other community resources.

SERVICES PROVIDED: As people come to Holy Cross Center, boxes of groceries are given to individuals and families who need food; distributions are valued at $30-$65, depending upon the number of persons in the family. At the Center, some other services are provided. Referrals are also made to Interfaith for possible financial assistance and/or advocacy help. o Foods come from purchases and donations. Government Commodities provides for about _ of our inventory. Money that is donated is used to buy food items on sale in retail stores and wholesale companies. Groceries distributed are based on a well-rounded variety of foods. Foods are easy to cook or just need to be warmed before serving: canned/packaged foods. Baby food is given when available.
ELIGIBILITY REQUIREMENTS: An adult of 19 years or older, able to prove need (a referral slip from an agency); be unemployed, in low-income category; on Social Security, fixed income, etc. Clients are also encouraged to help themselves (apply for stamps, seek job opportunities and job training skills). The Holy Cross Center is an ecumenical venture; no church membership is required.
Staff: Volunteers available as needed.
Geographical Area Served: Casper and environs, including Evansville, Mills, Mountain View and Paradise Valley.
Application Procedures: Clients are asked to provide formal ID, plus Social Security cards for each member of the household. They then are asked to complete a simple form.

ELIGIBILITY REQUIREMENTS: Must meet income eligibility guidelines for individual program, usually very low-income. Low-income accepted in public housing.
Fees: Rent and utilities paid by the tenant are calculated at 30% of their adjusted gross income.

SERVICES PROVIDED: The Human Services Commission of Natrona County (HSC) was established in 1983 under the State of Wyomings Community Services Act. The Community Services Act enables local government through community service boards to establish, maintain and promote the development of a comprehensive range of social services in communities of the state. Statutory duties include (1) review and evaluation of human service programs (2) comprehensive planning for the establishment, development and promotion of human services programs.
In December 1999, the Human Services Commission also became a public community action agency with a nine-member tri-partite board with board members equally representing the public, at-large and the low-income population of Natrona County. The HSC By-Laws identify the powers of the HSC as a leader in the efforts "to reduce poverty, revitalize low-income communities, empower low-income families and individuals to become fully self-sufficient, reduce delinquency and crime, promote mental health, prevent substance abuse and family violence and encourage cooperation with educational, health, and other anti-poverty programs. As a community action agency, we carry out our mission through a variety of means that include a community-wide assessment of needs and strengths, comprehensive antipoverty plans and strategies, a broad range of direct services, mobilization of financial and non-financial resources, advocacy on behalf of low-income people and partnerships with and funding to other community-based organizations to help eliminate poverty and/or solve other social problems.
The Human Services Commission provides local funding of human services programs. Funding is provided through Natrona County and City of Casper General Funds and 1% funds. Funding is available for senior services, preschool developmental services, mental health, substance abuse prevention and treatment, family violence services, developmental disability services and youth services. The Human Services Commission also administers a number of other federal grants and subcontracts. These grants include the Emergency Shelter Grant (ESG), Juvenile Accountability Incentive Block Grant (JAIBG), Juvenile Justice Delinquency Prevention (JJDP) Grant, and Community Development Block Grant.
The Human Services Commission offers a variety of services and programs directly through a number of federal grants. Our Community Action Outreach Center provides outreach, advocacy, emergency services, self-sufficiency services employment and training, housing and volunteer services. The Natrona County Covering Kids Coalition is housed at our outreach center. Our Health Care for the Homeless Clinic offers a variety of services including primary health care, outreach, case management, mental health and substance abuse services, transportation, medication, limited dental and limited vision services.

- 1. Outreach and Advocacy
We provide information regarding the services available from the HSC and other providers and will refer individuals to other agencies when appropriate. We also help with filling out
forms.
We serve as advocates to both low-income people and service providers to enable individual and families to meet their needs and live with a sense of dignity and pride.
- Emergency Services
The Human Services Commission has a program available to assist individuals or families in emergency situations. Staff work with families in financial crisis to help meet their immediate needs and help them plan so similar crises are less likely in the future. A familys need is assessed and a service plan is initiated. Service is provided with dignity and respect. Our professional staff works closely with agencies throughout central Wyoming and can also provide information and referrals to these programs.
The following emergency services offered use CSBG income guidelines and have restrictions and limited funding:

Emergency Food and Food Pantry Referrals;
Transportation;
Emergency Lodging;
Prescriptions;
Personal Hygiene Items;
Minor Home Repairs; and
Other Emergency Services
Emergency services are also provided at two other access points in the community; Interfaith of Natrona County and The Salvation Army. Through our emergency grants-in-aids, Interfaith (at the Life Steps Campus) provides emergency rent, mortgage assistance, prescriptions to families and individuals. The Salvation Army (at its downtown location) provides food, utility assistance, gas, and motel assistance on an emergency basis. Both agencies also have other funds available to assist with emergency needs.
- Self Sufficiency Programs
Our Self-Sufficiency Programs are designed to assist participants in setting goals, removing barriers, and achieving self-sufficiency.
Personal Assessment Program
This program teaches people how to change their life for the better! They work toward developing your own self-sufficiency plan with the help of our staff using the Personal Assessment Ladder, a self-measuring program that will enable them to track their success!
Steps to Excellence for Personal Success (STEPS)
Is a two-day workshop for individuals who want to make positive changes in their lives. Participants learn how to set goals, manage change and increase positive thinking, motivation, and self-confidence.
Increasing Your Causative Power
Is a seminar, similar to STEPS, tailored to meet the special needs of todays youth, ages 12-18 years, for their positive growth and development.
- Computer Lab Center
We offer computer access, internet access (for employment and training purposes only), comprehensive training and self-paced/individual training programs to assist low-income individuals bridge the "digital divide". Recycled computer from our Computer Recycling Program are distributed to course graduates.
- Essential Supportive Services
Are provided for participants of our Self-Sufficiency and Employment programs. These services include:
- Limited child care assistance
- Work Tools
- Uniforms and work clothing
- Books and educational materials
- Transportation assistance
- Employment and Training Services
Adult Employment Services
We offer the opportunity for job development, employment-seeking skills assistance, employer-outreach activities, referrals to skills-training projects, and employment counseling for program participants. Resources and materials are available, including computer technology, that offers individuals an opportunity to access labor market and career information and to initiate job searches.
We can also help with preparing applications, resumes and cover letters through hands-on training, preparing and practicing for interviews; building self-esteem during the job-seeking experience; understanding what employers look for in an applicant; assisting individuals in locating available job openings, both informally and formally; preparing for general workplace expectations; understanding what employers want in an employer; teaching workplace behavior and attitudes necessary to compete and advance successfully in the labor market; learning to accept and respect diversity in employers, co-workers, customers, etc; learning how to dress for success; learning positive communication skills; balancing priorities; administering Interest/Skill Inventories; finding the "hidden job market"; and job coaching.
Participants must meet CSBG income guidelines.
Youth Employment Services
This Workforce Investment Act (WIA) Title I Youth Program (formerly JTPA), serves economically disadvantaged youth with barriers to employment.
Our services include: Tutoring, study skills, training, and instruction leading to high school completion, including dropout prevention; alternative secondary school offerings and post-secondary education training; employment opportunities directly linking academic and occupational skill learning; paid and unpaid work experiences; occupational skills training; leadership development opportunities; supportive services; and adult mentoring.
- Volunteer Services and AmeriCorps*VISTA
We link volunteers with organizations needing volunteers. We are also an umbrella sponsor for the AmeriCorps*VISTA Program with VISTA. VISTA Volunteers must be citizens or permanent residents of the United States, 18 years of age and older, from all backgrounds, who commit themselves to a full-time, year-long effort to increase the capability of low-income people to improve the conditions of their own lives.

The Natrona County Covering Kids and Families project is sponsored by the Robert Wood Johnson Foundation and administered locally by the Human Services Commission. the project provides information and applications for Wyoming Kid Care and other health care options for uninsured children. OTHER SERVICES
Utilizing Community Development Block Grant (CDBG) we subcontract with the city of Casper Housing and Community Development Department to provide financial assistance for low to moderate income homeowners of Natrona County, living outside the Casper city limits, for housing rehabilitation activities through a revolving loan fund. A similar program is also available through the Housing and Community Development Department for Casper city residents. To apply directly, contact Housing and Community Development at 235-8220.
We also offer help to low-income homeowners needing minor repairs to their homes. We partner with NOWCAP Weatherization to provide this service. Funds only pay for repairs and improvements that are above the guidelines of weatherization assistance. Examples of minor home repairs include plumbing, roof repair, wiring, window and door improvements, cleaning and tuning heating systems, construction and repair of entryways. Contact either the HSC Community Action Outreach Office or NOWCAP Weatherization (for more information call 235-2059).
ELIGIBILITY REQUIREMENTS:
Community Action Programs Requirements for services provided under the Community Services Block Grant are the most recent poverty line definitions as determined by the federal government. Applicants must be at or below 100% of poverty to receive services.
Youth Employment Program Requirements are based on various Federal and State Statutes. Requirements as of April 2002, include: (1) must be a resident of the State of Wyoming for forty-five days; (2) 14 through 21 years of age; (3) be economically disadvantaged or determined eligible through a number of other programs; (4) must be a United States citizen or legal alien; and (5) must have one or more barriers to employment.

SERVICES PROVIDED: First call for help or assistance (not 911) to link people in need with the appropriate agency or service. Provides referrals to eliminate or alleviate needs and to assist the long-range planning processes by discovering gaps, overlaps and duplication in services. Acquaints individuals with community. Provides information as to what services are provided where (within or out of community). Service is for all; new arrivals, senior citizens, the young, the health, the ill, the wealthy, the poor, the abusers of drugs and alcohol, and the mentally unstable (not all inclusive). Referrals are made to individuals, agencies organizations, etc.
Make presentations to clubs upon request.
ELIGIBILITY REQUIREMENTS: None. Organizations are requested semiannually to provide current data regarding their officers and activities.

Staff: Consists of the two United Way Office staff.

SERVICES PROVIDED: Interfaith provides the following three programs to the community. 1) Clearing House Program maintains a central intake & referral center for the religious and private sectors of the community, which provides responsible dispensing of funds and record keeping. 2) Homelessness prevention through provision of emergency services, which include rent, mortgage and security deposit assistance; food, clothing, medical prescriptions, dental (tooth extraction) assistance, personal care items, gasoline (passing through town or if client was just hired and needs gas to get to work until they get first pay check), birth/death certificates, drivers licenses, state identifications, medical appointments to St. Marks Community Free Clinic. 3) Case management and supportive services.
ELIGIBILITY REQUIREMENTS: Clients must meet the poverty guidelines for family size and meet program specific guidelines.
Rental Guidelines are:
1) Client must have some form of written eviction.
2) There must be interruption or decrease in household income.
3) There must be verification of future income to guarantee rent will be paid next month.
4) Families with children, medical emergencies, unusual circumstances given priority.

ELIGIBILITY REQUIREMENTS: We are a non-profit distribution center. Vouchers are done by a referral agency that screens each client as to poverty guidelines.
Fees: There is no fee for any of our services or help.
Staff: The President and Director oversee the operation, along with several others who volunteer their time.
Accreditation or License: Department of Agriculture and the State of Wyoming.
Geographical Area Served: Casper, Wyoming and surrounding areas.
Application Procedures: Referrals are by an agency or church or other agencies participating in the screening. Assessment of clients financial level, in accordance with Federal Poverty guidelines.
