SERVICES PROVIDED: The Department of Housing and Urban Development is the federal agency responsible for addressing Americas housing needs such as providing housing assistance for the working poor, minorities, Native Americans, people with disabilities, people with AIDS, the elderly and the homeless. HUD also helps improve and develop communities, spur economic growth in distressed neighborhoods, help rehabilitate and develop moderate and low cost housing and enforce fair housing laws.
The primary programs of HUD include:
- Community Development Block Grants (CDBG) to help communities with housing, economic development, and job opportunities. CDBG funds can also be used to construct or improve public facilities, such as water, sewer, streets and neighborhood centers.
- Rental subsidies in the form of Section 8 choice vouchers for low-income households
- Subsidized public housing for low-income individuals and families.
- Homeless assistance in a "continuum of care", through local communities and nonprofit organizations by providing funds to help the homeless move from the streets to temporary shelter, to supportive housing and ultimately back to mainstream life.
- HOME Investment Partnership Act block grant provides funds to develop and support affordable housing for low-income persons.
- Preventing housing discrimination through public education and enforcement. HUD investigates and resolves complaints under the Fair Housing laws.
Mortgage and loan insurance through the Federal Housing Administration (FHA). FHA assists first-time buyers and others by providing mortgage insurance to private lenders. It also insures loans for home improvements and buying manufactured homes and assists in providing affordable rental housing by insuring loans to developers and builders who construct or rehabilitate apartments and other housing developments. HUD also administers a Housing Counseling Program to assist tenants and homeowners in property maintenance, financial management and other matters.
HUD provides funds to state and local governments and to nonprofit organizations. Customers do not apply directly to HUD but rather to the entities that administer these programs. DISTRICT ATTORNEY

SERVICES PROVIDED: As mandated by law through Wyoming Statutes § 9-1-804, the District Attorney has exclusive jurisdiction to (i) Act as prosecutor for the State in all felony, misdemeanor, and juvenile court proceedings arising in the County in his District and prosecute such cases in the District Courts and courts of limited jurisdiction or in other counties upon a change of venue; (ii) Defend against all petitions for Writs of Habeas Corpus filed in his district by any person charged with or convicted of any public offense in his district. This duty does not extend to petitions filed by inmates of State penal institutions nor inmates under Federal Court jurisdiction; (iii) Render assistance as required by the Attorney General in preparation and argument of criminal appeals arising in his district and in defense of petitions for Habeas Corpus filed by inmates in State institutions arising from alleged deprivation of rights at the time of or prior to conviction; (iv) Appear before any County Court judge in the preliminary examination of persons charged with any offense in his district; (v) Appear at inquests held by any coroner in his district; (vi) Appear at all sessions of any grand jury convened in his district by the State of Wyoming.
The District Attorney is also required to serve on the Juvenile Planning Committee, the Child Protection Team, the Adult Protection Team, and the Community Corrections Board. In addition to those statutory duties mandated by law, the District Attorney and his staff have other duties to insure the effective administration of justice in the Seventh Judicial District and to insure the effective execution of cases which often begin at the investigative stage by law enforcement agencies; Prosecute all game and fish violations; Prosecute all family violence cases arising within the Seventh Judicial District pursuant to the recommendation of the Domestic Violence Task Force; Handle prosecutions of zoning and environmental violations for the County; Supervise and manage the Youth Diversion Program established in the Seventh Judicial District functioning as a community-based program to handle juvenile misdemeanants in some fashion other than court processing; terminate parental rights for Department of Family Services; represent all law enforcement agencies in county traffic court and represent the State of Wyoming in all fugitive warrants and probation revocations.

VICTIM/WITNESS ASSISTANCE PROGRAM
7th Judicial District Attorneys Victim-Witness Unit

SERVICES PROVIDED: (1) Victim/Witness Counseling - Intended to address the immediate and longer term emotional and social services needs of the crime victim and to alleviate some of the immediate burden placed on law enforcement officials. (2) Subpoenas - Issues and serves subpoenas. Suggestions for witnesses are provided. (3) Witness Services - Geared to improve victim and witness participation in the criminal justice process by providing basic information. The Unit keeps in contact with victims and witnesses to keep them aware of what is going on. The Unit is also involved in Witness Management Services such as putting witnesses "On Call" due to the lengthiness of some trials. The client is called one hour before testimony is needed. (4) Court Appearances - Meets with all witnesses to familiarize them with court procedures. Also, works with the non-cooperative witness, convincing them to testify and arrange protection for them. (5) Interviews - Arranges various meetings to cut down on client having to be repeatedly interviewed. (6) Child Abuse, Incest and Sexual Abuse Cases - Builds up rapport with a victimized child and helps them to testify. Anatomically correct dolls are used in interview. Unit is also involved in sexual abuse and battered wife cases. (7) Escorts Witnesses to Court - Provides support. (8) Financial Remuneration - Including victim compensation, offender restitution, and property return and repairs. (9) Employer Intervention - Works with employer so that they can allow witnesses to come to court and not lose pay. (10) Travel Arrangements for witnesses when they testify. Notification of Trial Dates. (11) Public Education - Provide citizens with crime prevention information and to advertise the availability of remedial services. (12) Participation on County Protection Team and as a liaison to other social agencies. (13) Will help file for Crime Victim Compensation Application on all appropriate cases.

Application Procedures: Referrals are received from the Sheriff's Office and the Casper, Mills, Midwest, and Evansville Police Departments. Also, works with all victims and witnesses of crime that are prosecuted by the District Attorney's Office.
YOUTH DIVERSION PROGRAM

SERVICES PROVIDED: The Youth Diversion Program is a pre-court probation alternative for youths who have been issued a citation for a legal offense. The Youth Diversion Program offers a choice between appearing in court to face the pending charges or participating in the Program, which, upon successful completion, will result in the charge against the offender being dismissed.
The Program consists basically of an agreement whereby the offender and their parents agree to adhere to certain conditions for a limited period of time, during which time the original charges would be suspended until the Program has been successfully completed. To successfully complete the agreement, the offenders must obey their parents and school officials, be home at set curfew hours, not violate any federal, state or local laws, show respect for the rights and property of others. There may be other conditions as well, which may include monthly check-in by the participant, meetings between the Diversion Officer and the parents, or, depending upon the charge, performance of community service.
The Program attempts to rehabilitate the youth as well as providing a chance for them to learn and benefit from their mistake. Upon successful completion of the Program, the original charge against your child will be dismissed and there will be no criminal record of conviction.
ELIGIBILITY REQUIREMENTS: A citation must be issued and pending, must be first time offender (no previous record), must be enrolled in school and be between the ages of 7-18.

Application Procedures: Referrals are received from all local law enforcement officers. Once the youth has cleared the record check procedure, they are accepted into the program and at the Diversion Officer's discretion, assigned to perform certain community service hours, write essays regarding their actions and required to check-in once a month with their Officer. When necessary, home studies, school visits and other intervention methods are instituted to monitor the youth while on diversion. The schools are notified of the youth's participation in the program so that the Officers are advised of grade averages, attendance and progress.

SERVICES PROVIDED: Full day child care facility - the learning experiences that this center provides are designed to develop and expand: A positive self concept; health and physical coordination; concepts and ideas about his/her world; language and communication skills; expressiveness and creativity; curiosity - a desire to learn and love for learning/discovery; and positive relationships with others.
The program balances quiet and active learning experiences; provides opportunities for children to grow in self-direction and independence through learning to make choices and solve problems that are appropriate to age levels; establishes and maintains limits on behavior; is challenging to a child's intellectual powers - children are encouraged to think, reason, remember, experiment, and generalize, provides media for self-expression - creativity is recognized, valued and fostered; literature and music are also a vital part of the day's activities; encourages children's verbal expression; and provides opportunities for social development. Children learn to interact with individuals and with groups of peers and adults.
ELIGIBILITY REQUIREMENTS: Children must be 6 weeks to 8 years old.

SERVICES PROVIDED: Early Head Start offers a variety of services, including a weekly playgroup with activities planned by Early Childhood Educators. There are also nutritious meals and snacks and a weekly home visit to support parents as their childs first teacher. Transportation is also offered.
ELIGIBILITY REQUIREMENTS: Our program serves low-income pregnant women and children birth through age three and their families.
Fees: No charge.
Staff: Our staff includes three Early Childhood educators, a full time cook, bus driver and nurse.
Accreditation Or License: Early Head Start is licensed through the Department of Family Service.

Application Procedures: Early Head Start assists their families with referrals to agencies in the community. We also encourage referrals from those agencies to help us serve the population in need. We provide a free developmental screening to every child enrolled in the program.

SERVICES PROVIDED: The Casper Service League is a non-profit organization consisting of two (2) parts: first, the League itself, established in 1946, is made up of over forty volunteers who, through fundraising activities, donate thousands of dollars each year to local charitable organizations and scholarships for women. Second, the Glass House itself, is the Casper Service Leagues Primary fundraiser. The Glass House is a non-profit, consignment thrift store operated by Casper Service League volunteers. It is open to the public three (3) days per week and offers good quality second hand items for sale, such as: mens/womens/childrens clothing and shoes; household items; toys; books; music; craft items; electronics and miscellaneous items are added to the store weekly and unsold items are donated to the community.

Application Procedures: Donation requests are accepted from the general public, in written form only, from January through December. Requests must be re-submitted annually for consideration.
