Board of Directors

Community Action Partnership of Natrona County was established in 1983. CAPNC is a quasi-county board of Natrona County. The City of Casper also provides financial support to CAPNC through an agreement with CAPNC.

The CAPNC is a nine-member tri-partite board with board members equally representing the public, at-large and low-income population of Natrona County. The CAPNC by-laws identify the powers of CAPNC as a leader in the efforts "to reduce poverty, revitalize low-income communities, empower low-income families and individuals to become fully self-sufficient, reduce delinquency and crime, promote mental health, prevent substance abuse and family violence and encourage cooperation with educational, health, and other anti-poverty programs. As a community action agency we carry out our mission through a variety of means that include, a community-wide assessment of needs and strengths, comprehensive antipoverty plans and strategies, a broad range of direct services, mobilization of financial and non-financial resources, advocacy on behalf of low-income people and partnerships with other community-based organizations to eliminate poverty".

Its Executive Director, Dennis Royal, and his staff carry out the policies and day-to-day activities. The primary activities of the CAPNC include direct delivery of health and social services, community planning, coordination of services, and funding of local agencies. The CAPNC has a budget of approximately $1.9 million and is staffed by 19 employees and two VISTA volunteers. Approximately 33% of our funding comes from federal sources, 19% from local government, 3% from private funds and 3% from program income. Approximately 45% of our funds are sub-contracted to community organizations for a variety of services. The CAPNC directly serves approximately 5,000 low-income people through its Community Services Block Grant program, approximately 1,250 people through its Health Care for the Homeless Clinic and approximately 30 families through theLife Steps Transitional Housing program on an annual basis.
